Judge Janice Rogers Brown was confirmed to the United States Court of Appeals for the District of Columbia in 2005 where she served until she retired in 2017. From 1996 to 2005, she was Associate Justice of the California Supreme Court. Previously, she served as Associate Justice of the Third District Court of Appeals in Sacramento and as the Legal Affairs Secretary to California Governor Pete Wilson. Prior to that role Judge Brown was an associate at Nielsen, Merksamer, Parrinello, Mueller & Naylor.
Earlier, she served as Deputy Secretary and General Counsel for California’s Business Transportation and Housing Agency after eight years in the California Attorney General’s Office, working in both the criminal and civil litigation.
Judge Brown currently serves on the Boards of the Coolidge Foundation and the American Council of Trustees and Alumni, as well as Chair of The New Civil Liberties Alliance. She is the Darling Foundation Jurist-in-Residence at the University of California Boalt School of Law.
Judge Brown is a graduate of the UCLA School of Law and earned a Master of Laws degree in the Graduate Program for Judges at the University of Virginia School of Law. She has been honored with the Jurisprudence Award of the Claremont Institute, and The Lynde and Harry Bradley Foundation 2019 Bradley Award.

Judge Brown’s opinions from the bench offered luminous teachings, in the spirit of Marshall, on first principles in our own day to lawyers, judges, and citizens. Judge Brown is a longtime dear friend of the James Wilson Institute. She is an active participant in the James Wilson Institute Senior Seminars and a founding member of our Board of Jurists. We are deeply pleased to recognize Janice’s lifetime of achievement in American jurisprudence with our Leadership and the Law Award.”
