Frank Chang
Frank Chang clerks for Judge Jennifer Walker Elrod of the U.S. Court of Appeals for the Fifth Circuit. He previously clerked for Judge Henry F. Floyd of the U.S. Court of Appeals for the Fourth Circuit. He also currently serves in the Texas Army National Guard in the rank of captain as an adjutant. In the past, he has served as a law clerk to Senator Ted Cruz on the Senate Committee on the Judiciary, worked as a summer associate at Hogan Lovells, and interned for the West Virginia Solicitor General. His publications appear on The George Washington Law Review. He holds a B.A. in political science from the Pennsylvania State University and a J.D. from the George Washington University Law School.
