Spencer Churchill
Spencer Churchill is a clerk to Judge Neomi Rao of the U.S. Court of Appeals for the District of Columbia Circuit. He has also served as a clerk to Judge Trevor N. McFadden of the U.S. District Court for the District of Columbia and to Judge Jennifer Walker Elrod of the U.S. Court of Appeals for the Fifth Circuit. Spencer has worked in private practice as an associate in the D.C. offices of Baker McKenzie and of Crowell & Moring. Spencer holds his B.A. in Government from Patrick Henry College and is a graduate of Harvard Law School, where he served as an executive editor and notes editor on the Harvard Journal of Law & Public Policy.
