Steven Foster
Steven Foster is an Army Judge  Advocate Captain in the Military Honors Program with duty at the Army Corps of Engineers Office of Chief Counsel. In that capacity, he helps defend the Corps in takings, environmental, and APA litigation and advises commanders on information, constitutional, and administrative law. He received his B.A. from the Virginia Military Institute and J.D. from the University of Chicago Law School. Before joining active duty, Steven clerked for Chief Judge William Johnson on the District of New Mexico and in 2026 will clerk for Judge Tymkovich on the Tenth Circuit.
